論題:Rainfall intensity and flood damages: hidden risk of agricultural land in floodplains
要旨:Rainfall has become more intense, increasing the frequency of flooding. This leaves economic activities in floodplains at risk. We first examine the quantitative relationship between the intensity of rainfall and flood damages. By using municipality panel data on flood damages in Japan in 1993-2017, we find that flood damages begin to surge when daily precipitation exceeds 50mm. The damages are particularly severe in lowlands and areas with a high percentage of paddy rice planted. We also examine whether arable land such as rice paddies plays a key role as potential countermeasures against flooding. While engineering studies exhibit the flood mitigation function of arable land as a buffer zone, it can be counterproductive when rainfall intensity outpaces the water retention capacity of arable land. Our results show that arable land may mitigate flooding risk from moderate rain, but turns to accelerating flood damages when daily precipitation exceeds 100mm. This indicates the limit to the flood protection capacity of arable land.
